"You feel you're in this together, and you get to know each other little by little." Led by convicted airline hijacker Radhames Mendez Vargas, the terrorists demanded $1 million ransom and the release of 37 political prisoners. They claimed one of the men whose freedom they demanded was about to be killed by assassins. Finally, on Wednesday, they settled for escape. Miss Hutchison said the kidnapers decided to drop their previous demands about 15 minutes after Dominican President Joaquin Balaguer made the offer of safe conduct in a radio and television speech. "Radhames and a couple of the others had a secret tete-atete immediately after we heard the president's speech on the radio." she said.

"Then they came into the room where all the hostages stayed, and Radhames asked if we wanted to know their decision then or wait until tomorrow." All the hostages indicated they wanted to know right away, she continued, and Mendez said: "You've been very good hostages, so we will tell you that we are disposed to accept the president's offer. But first, we must write a communique." There was another complication when Mendez tried to communicate the decision to the government. "He decided to call on the small portable telephone the police had given us. but the damn thing was broken and wouldn't work." Miss Hutchison said. Police put in two more military field telephones, and Mendez gave his decision to Gen.

Rafael Guzman, chief of the Dominican police. Guzman notified Balaguer, who began hunting a foreign destination for the terrorists. U.S. Ambassador Robert Hurwitch said Mexico refused, and the Peruvian ambassador couldn't contact his government, apparently because of a major earthquake there. Finally.
