No person, firm or cor-. noratlon shall cut, break Into, dig up or excavate any of the streets, highways, or other public places In the Borough of Barnngton. without first making application to the Borough Cleik. stating the place, character and purpose of tlie proposed excavation, and obtaining from said Clerk a permit for each and eveay opening.

A fee of $2.00 for each permit shall be paid to the Clerk. Where an opening is In an Improved street, thpre shall also be deposited with the Clerk the sum of $25.00 for each opening up to 10 square feet, and the further sum of $1.00 for each additional square foot-Section 2. The governor made his com ment to a Courier-Post reporter Ihursday. Crux of the arcument was a statement made by Prideaux, re cently appointed to the State Real Estate Commission by Driscoll, that the Governor sent word to the Assembly he didn't want the controversial Hillery bill to go through because this was an election year and the bill might affect the outcome. The Hillery bill, which died in a Republican Assembly caucus March 31, called for municipal referenda before additional public housing could be built. Prideaux made his statement at a meeting of the Camden County Real Estate Board at Kenney's on May 22. "If Prideaux was quoted cor rectly," McComb said, "he was wrong when he said the governor ordered the original Hillery bill or the last-minute substitute bill killed in the Assembly because this is an elecion year.

The McComb statement con tinued: "The governor not only branded the Prideaux statement as being 'ridiculous' but he also said he never sent any such message to the Assembly or the legisla tive leaders.
