By DAVID MARZIALE Gannett News Service WASHINGTON Consumer activists unveiled a plan yesterday to restructure the U.S. Consumer Product Safety Commission (CPSC) to address their claims that the Reagan administration has tilted the panel toward protecting business interests at the expense of consumer safety. Rep.

James J. Florio, chairman of the House subcommittee with jurisdiction over the CPSC, said the bill was necessary because of the commission's "horrifying record" under chairman Terrence Scanlon, a Reagan appointee. "The subcommittee has documented case after case where the commission has been unable or unwilling to act decisively to protect consumers from safety hazards," Florio said at a news conference with Rep. Dennis Eckert, D-Ohio, and representatives from consumer groups. "If the American people knew what a shell of its former self the Consumer Product Safety Commission has become, they would be shocked," he added.

"More than that, they would be afraid." Later Scanlon strongly denied the charges and said he was distressed about Florio's "lack of understanding of the fine work this agency is doing." Florio's plan, which is part of the House bill to reauthorize the commission, includes specific provisions to regulate areas in which CPSC critics say the agency has been lax. He was 70. "He had been ill for the past 10 months and died peacefully," his wife, Gunilla, said in a telephone interview last night "There will be no memorials or ceremonies here," she said. "He will be buried at a later date in Sweden. He has spent a lot of time there in the last few years." She said the family moved in 1985 from New York to the small community of Bynum in rural Chatham County, about 30 miles west of Raleigh. The Norman Luboff Choir was popular during the 1960s, but Mrs.

Luboff said her husband had concentrated on his music publishing business since then. "His great interest over the last 20 years was to print and produce the ENGLEBERTH On September 23, 1987. Mr. Shaw, who lived here in recent years, died yesterday in Kennedy Memorial Hospital here. He was 77. He had been a manager of First People's Bank branches in Laurel Springs and in Clementon. Mr.

Shaw had served as the Lin-denwold tax collector from 1949 to 1959 and as the borough's tax assessor from 1959 to 1975. He was a past president of the Lower Camden Walter Bennetsen, 57, FLORAL CITY, Fla. Services will be held Saturday for Walter Bennetsen, a former Cherry Hill resident Mr. Bennetsen died yesterday in a retirement home in Floral City. He was 57.

Mr. Bennetsen lived in Cherry Hill from 1960 to 1978 and worked for the New Jersey Bell Telephone Co. He moved to Floral City when he retired in 1978.
