Ray Marini, director of the state Division of Motor Vehicles, today told the 60th annual Conference of the New Jersey Association of Chiefs of Police here that the problems of traffic fatalities, accidents and violations "boil down to two things: people land vehicles." I "It's certainly not the vehicle that is responsible for the acci-1 dent," he said. I A total of 1,600 persons died on New Jersey roads last year, and over one million traffic violations were recorded, Marini said.

Nine months ago, the division began a "long overdue" revision of motor vehicle laws to make them much stricter, he said. Licensing procedures also will be changed to provide for motorists being examined "every four years to check for various stages of disability." Marini said he has sent to Gov. William T. Cahill a plan to reduce from 1.5 per cent to 1 per cent the amount-of alcohol present in the blood as a determination of whether a motorist is under the influence. Evidence of alcoholic" consumption was found in between 60 and 65 per cent of the motorists involved in traffic accidents in the state in 1971, he When the state's no-fault insurance law goes into effect in January, motorists will be issued identification cards by insurance companies, he said.

One card is to be kept in the vehicle at all times; the other is to go to the motor vehicles division. "We are going to register every vehicle and motorist, and demand that they show proof of having bo'h personal and public liability insurance," Marini said. Showing of the identification card will be renuired when motorist is stopppd by pclice! fof an fraction of traffic laws. Penalties for being uninsured will be stiff, he said. The first: offense could bring a SWO fine; and one-year revocation of driv-; ing privileges; the second of-; fense could mean confiscation of the vehicle.

Gulli was a musician for the past 32 years. He was returning early Sunday from an engagement at the Holiday Inn on City Line Avenue, Philadelphia, when he was involved inj a head-on collision on the Blackwood-Clementon Road in Lindenwold. He was a member of Local 336, American Federation of Musicians. Babies to Parade In Ocean City OCEAN CITY The city's 63rd annual Baby Parade will be August 10 and more than 200 youngsters are expected to participate in the promenade from 6th Street and the boardwalk to 12th Street.
