Mellvain, Phila. Official, Rites Tomorrow PHILADELPHIA Mass of the resurrection will be tomorrow at 11 a.m. for Joseph C. McIlvain, 44, Philadelphia's first deputy register of wills, in St. Martin of Tours Roman Catholic Church, 5450 Roosevelt Blvd.

Mr. McIlvain died Sunday in Burlington County Memorial Hospital, Mount Holly, after he suffered a heart attack while playing golf at Indian Springs Golf Club, Marlton. Mr. Mcllvain, who lived at 5210 Saul Philadelphia, was the Democratic leader in Philadelphia's 62nd ward. He also served as a member of the Democratic party's county executive committee and state committee.

He is survivived by his widow, the former May Foy; three daughters, Mary Lou, Joan and Anne; his mother; and a sister. Miss Kemmerer, who died Monday in Rosemont cent Center, Rosemont, taught at the Linden and Sewell school in Camden for more than 40 years. A key lady of the Lutheran Home in Bordentown and the Lutheran Seminary in Philadelphia, she was a member of the Aid Society of Trinity Lutheran Church in Camden for many years. She is survived by a brother, William, of Narberth, Pa. Motorists Will Face Stiffer Laws By JOSEPH R. McCARTHY Courier-Post Staff SPRING LAKE--New Jersey motorists can look forward to tough licensing, insurance and enforcement procedures in the future.

Ray. Marini, director of the state Division of Motor Vehicles, today told the 60th annual Conference of the New Jersey Association of Chiefs of Police here that the problems of traffic fatalities, accidents and violations "boil down to two things: people and vehicles." "It's certainly not the vehicle that is responsible for the accident." he said. A total of 1,600 persons on New Jersey roads last year, and over one million traffic violations were recorded, Marini said. Nine months ago, the division began a "long overdue" revision of motor vehicle laws to make them much stricter, he said. Licensing procedures also will be changed provide for motorists being examined "every four years to check for various stages of disability." Marini said he has sent to Gov.

William T. Cahill a plan to reduce from 1.5 per cent to 1 per cent the amount of alcohol present in the blood as a determination of whether a motorist is under the influence. Evidence of alcoholic consumption was found in between 60 and 65 per cent of the motorists involved in traffic accidents in the state in 1971, he said. When the state's no-fault insurance law goes into effect in January, motorists will be issued identification cards by insurance companies, he said. One card is to be kept in the vehicle at all times; the other is to go to the motor vehicles division.

"We are going to register every vehicle and motorist, and demand that they show proof of having both personal and public liability Marini said. Showing of the identification card will be required when a motorist is stopped by police for an infraction of traffic laws. Penalties for being uninsured will be stiff, he said. The first offense could bring a $500 fine and one-vear revocation of driving privileges; the second offense could mean confiscation of the vehicle. Marini said four million vehicles are registered in New Jersey.

Firemen Called To 'Cool' Turkeys At 108 Degrees CISCO, Tex. (UPI)-Because 1,000 turkeys on the Jack Curtis Ranch died from recordbreaking heat during the last week, firemen had to be called in when temperature reached 108 degrees to spray water on the birds. "The birds were dying in the shade as well as out in the sun," Mrs. C. 0.

Richardson, wife of the ranch manager, said yesterday. "You could see them everywhere you looked with their wings spread as far as possible trying to get cool. Palese Retires From Port Job The assistant to the general manager of operations for the South Jersey Port Corporation has retired after 32 years in the Camden port. Joseph Palese, 67, of 5032 Westwood Lane, Pennsauken, retired this week. He joined the SJPC's predecessor, the South Jersey Port Commission, in 1940. In addition, Milton P. Havens 47, a lumber expeditor, has been appointed traffic and operations manager at SIPC's Beckett Street Terminal.

He has worked at the terminal for the last 18 years and his new job will include Palese's former duties. Assisting Havens will be Charles E. Scheflen, 55, of 6124 Lincoln Pennsauken. The new assistant traffic and operations manager started at Beckett Street Terminal 25 years ago as a checker.
