INSTITUTE FIRST STUTTGART HOHENHEIM, Germany--the first German Institute for Agricultural History has just been opened at the Agricultural College here. Thieves Grab Rare Coins Again at Shore ATLANTIC CITY--Atlantic City police had another rare coin ti theft on their hands today, the third in less than two months. In the latest case, John Sadowink of 29 S. Missouri operator of the Golden Gate Bar, reported that his coin collection valued at more than $2,000 was stolen between 10 a.m. and noon yesterday from his second floor apartment.

Entry to Sadowink's apartment was gained by breaking the front door lock, police said. In one of the other thefts last, month, coin collection valued at $15,000 was stolen from an Atlantic City physician. Sadowink said his collection was stored in a 150-pound painted bright gold. Police said the burglar had to carry the box out of the apartment and down to the street where it was probably put in a vehicle. New ZIP Code Ridiculous, Says Postal Worker DALLAS (UPI)-A postal workers spokesman said yesterday that the ZIP code is "a ridiculous numbers game that has no foreseeable reward." Bill Price, a director of the United Federation of Postal Clerks, said that the Post Office itself does not currently use the controversial system.

"They probably won't use it for another 10 years," Price said. Prince spoke to a Texas UFPC convention. "The only thing ZIP code could eventually accomplish would be the elimination of 20,000 jobs." Price said that when the ZIP code does go into extensive use. the cost of expanding facilities and buying new machines will offset any savings that the automaItion will realize. Strife Eases at Strike-Torn Plants In Michigan and Wisconsin Towns Tense labor situations were relaxed today at two strike-affected industrial plants.

Striking steel workers at West Allis, agreed today to post only a token picket line at the Pressed Steel Tank where 30 persons were arrested during four days of violence. Milling lines of pickets unsuccessfully tried to fight off another "flying wedge" of policemen at the plant yesterday. police have been used to escort nonunion students into the strikebound plant. 2 More Arrests Two more arrests were made yesterday and a picketing union United Press International man was injured. Among the arrested was a Marquette University student newly hired at the plant who was nabbed when police found him carrying two boards with bared nails.

A union spokesman said the decision to limit picketreate to 19 men taken a "better atmosphere" for negotiation with the firm. The action is in no way a "concession," the spokesman said. During the week, up to 170 pickets had massed at the plant gates in attempts to stand off the charges of 50 policemen. Guard Insures Peace National Guardsmen and state police insured the peace at Hills- dale, where the International Union of Electrical Workers has been on strike against the Essex Wire Corp. plant in a bid for a contract.

But Michigan Gov. Romney has instructed his attorney general to find a legal way to close the Essex operation. Romney ordered the plant closed a week ago after extensive violence and allowed it to re-open with non-union labor Tuesday. Italo Bragalone, supervisor of the Essex plant, said Romney "has killed himself politically" by seeking to close the plant once more. "We aren't the first people to fight a government," Bragalone said.
