St. Joseph's Church Interment Holy Sepulchre Friends may call Thursday Evening. Open Space Funds Vital TRENTON Sen. Harrison A. Williams told the New Jersey Open Space Policy Commission today the state's land conserva tion program was at a fiscal crossroads.

The senator, author of the federal Open Space Program which made the state Green Acres, Program possible, urged continued state funding of the conservation plan. As author of the original leg islation creating the Open Spaces Program, Williams said. "I am particularly anxious to see that New Jersey does not bypass this opportunity to share in the $75 million in federal funds to be granted this fiscal year." Williams urged passage of a measure, approved by the As sembly and pending in the state Senate, which would place be fore voters in November a bond issue to raise $100 million to continue New Jersey's participation in the open spaces program. The plan provides federal grants on a 50-50 matching basis for purchase of parklands near urban areas. New Jersey has received nearly $25 million in federal funds which made possible acquisition of 43,569 acres of parklands.

Dickey today signed into law a bill that will provide $1.2 million for the Camden County Vocational School and special funds to other South Jersey vocational schools. The bill authorizes the appropriation of more than $2.2 mil lion from 1968 bond issue funds for vocational school grants to be added to more than $2.8 mil lion in unspent funds from the 1969 aid program for vocational school improvements. Broad St, Palmyra, WASHINGTON (UPI) A provision in the pending trade bill that would automatically restrict imports when they harm U.S. manufacturers is a step in the right direction, according to a veteran advocate of such legislation. O. R. Strackbem, head of the Nation-Wide Committee on Im port-Export Policy, said the triggering device in the trade legislation recently approved by the House Ways and Means Committee was a good idea.

He said it would be "unfair" to American industry to spell out quotas, or ceilings, for shoes and textiles, as the bill does, and not leave some provision for other products. Under the triggering mecha nism the President would be required to follow recommenda tions from the U.S. Tariff Commission on quotas or other types of import restrictions. Several Tests Necessary Before the commission could make such a recommendation, however, a domestic industry would have to meet several stringent tests to prove it was being seriously injured by imports. Strackbein, whose organiza tion represents about 50 industries, labor organizations and agricultural groups, said the national climate has changed in favor of quotas.

He said this was primarily due to support from the AFL-CIO and steel firms. Strackbein said quotas do not in themselves mean higher prices for the consumer. (UPI)- The Rev. Daniel J. Berrigan, who had kept a jump ahead of FBI agents for four months after his conviction for destroy ing draft records, was in jail today, ready to keep a promise. When Berrigan was arrested by FBI agents Tuesday, he was asked what he would do in jail. He responded with one word: "Resistance." Berrigan, 49, entered the Danbury penitentiary yesterday to serve a three and one half year sentence for destroy ing draft records in 1968 as part of the Catonsville Nine, a group of Roman Catholics who used homemade napalm to destroy files in the selective service office of the Maryland town.

They said they were protesting U.S. involvement in Vietnam. Pouring Blaod The Rev. Philip Berrigan, 47, a brothr of the poet-priest. was to be 1 to the Danbury prison today.

Father Philip also is convicted of pouring blood on draft files in Baltimore. The Berrigans refused to surrender to authorities when the Supreme Court rejected their appeal April 9. Philip was arrested April 21. The capture of Daniel left only one of the nine Roman Catholics involved in the Catonsville incident at large. osition Looms on Apartments A group of Berlin Borough residents is expected to express opposition at Monday night's meeting of Borough Council to a plan to erect garden apart ment buildings at Maple Avenue and Egg Harbor Road.

The plan in question, already approved by the Zoning Board, was submitted by the Epco Corporation, Berlin. It provides for three four-unit apartment buildings on the triangular plot. The buildings would contain one and two bedroom "garden style" apartments. Council approval of a zoning change from R-2 to R-4 is required to permit the apartments to be erected in that area, which now has only single-family homes. The first U.S.
