COUUK-POST, Camd.n, N. Wdndoy, Dtc. 6, 1972 Son, the Law Says You 9re an Adult Sign Your Own Excuse sign Installment contracts and borrow money, possibly running afoul of terms. Would bill collectors be able to enter or phone the school as they do places of employment? "I THINK that local school authorities can prohibit students being dunned at the school," he explained. By BETH DURCHSCHLAG Courier-Post Staff "Johnny's been absent four days In a row and he handed me an excuse note signed by himself," the teacher complained.

"Evelyn had four D's this marking period and she signed her own report card. "And Steve has announced that he's quitting school with nobody's permission but his own." "They're 18," the principal said. "So, it's legal I think." That scenario just might take place in any South Jersey high school when the 18-year-old majority law goes into effect Jan. 1. Not only will those over 18 be able to vote and drink, but they also will be able to sign their own report cards, absentee excuse notes, school termination papers, accident insurance waivers and trip permission forms.

ALTHOUGH some school boards such as Kingsway Regional in Swedesboro have had meetings on possible policy changes due to the law, many (like Willingboro) have cording to Evelyn Dunn, board secretary. Dr. Peter Romanoli, superintendent of schools for Willingboro, said that "quite honestly, I was not aware of the implications and we have iot discussed it. I think we had better do so, However, the superintendent said, it is his inclination "to continue as we have been with parent's notes and permission required." Romanoli said that he feels that as long as the student is dependent on parents for support, the parents' signature will be the one that mattered. not.

The state board of education, for the present time, has opted out of sending down any official advice. "We have no plans for giving guidelines because there is no overwhelming necessity at this time," said Clyde Leib, special assistant to the Commissioner of Education. "However, individual problems, as they might arise, may require clarification from the Attorney General." Leib said that the Department of Education has looked into the ramifications of the new law but that "we are plagued since there is nothing Lieb said that, because 18-year-olds will be able to sign their absentee excuses, that doesn't mean excuses will be thrown by the wayside. "An excuse may still be needed but the question is who makes the excuse? Under the law, the person responsible and that will be the student," he said. NEW CONN ORGANS ER.

Army Cool to Delaware Bay as Oil Port Site ROMANOLI brought up the possibility that state school statutes would supersede the new law rather than vice versa.

It is a point that Leib, of the department of education, also is concerned about. He said that possibly some of the fine points may have to be decided in court. Leib said conceivably some problems may hit the schools that local policy-making can solve. "Just because an 18-year-olds can legally drink, it doesn't mean he can drink in the schools." Under civil law, 18-year-olds will be able to pen, about the same distance southeast of Cape May. From either of these sites, a combination of pipeline, tug and barge service would carry the oil throughout the Delaware River- New York corridor and south to the York River refinery area in Virginia.

tractors of Cinnaminson won a $27,400 contract for lights and wiring. The 7,500 square foot addition will be erected on the Cinnaminson Avenue side of the school and should oe ready for occupancy next fall or winter, according to the board president, Joseph to research. There is no case law or precedents to support it." SINCE new law says mat Since the new law says that they must be treated as adults and bear responsibility for themselves, Leib said, the state department will go along. The Kingsway Regional Board of Education, in a meeting Monday, decided not to review their polices but to make "a broad statement for students 18 or older to tell them that their adult status supersedes the policy," ac pertankers ships of more than 200,000 tons plying the seas. 300 In Service About 300 such vessels are already in service, and their inability to dock here is putting the United States at an increasing disadvantage with European harbors such as $226,361 for cept with a media center are planned to relieve overcrowding.

1-5 P.M. By ANDREA KNOX Courier-Post Staff PHILADELPHIA The Delaware Bay may not be the best location for an East Coast deepwater crude oil terminal, according to Col. Carroll D. Strider, director of the Philadelphia District of the Army Corps of Engineers. In announcing the dates of new hearings on the supertanker port, Stride said either a regional port of Long Branch, N.J., or two local ports, one off Long Branch and one off Cape Henlopen, Del, appear to have "the greatest economic and environmental feasibility" of the four sites still under consideration.

But a spokesman for the Army Engineers stressed this does not mean the Delaware Bay site, strongly protested by local legislators and residents as potential threat to the area's tourist industry, has been ruled out. 400 Attend The final determination will be made some time after the new hearings, scheduled for Dfc. 18 and Jan. 15 at Lowe Cape May Regional High School in Erma and for Dec. 21 and Jan.

16 at the Middle-town Twp. High School in Middletown. All hearings begin at 7:30 p.m. Some 400 South Jersey residents who attended a June hearing at Bridgeton High School jeered one speaker, Assemblyman Kenneth A. Black R-Salem, when he spoke in favor of the port.

Many of the others who testified opposed the location of a tanker port inside the Dela ware Bay. The two bay locations still under consideration by the Corps of Engineers include one about five miles off Big Stone Beach, Del, and another about two miles west of the entrance to the Cape May Canal. Assembly Opposed One of the most vocal opponents has been Rep. Charles W. Sandman, who has argued that the terminal could destroy South Jersey's resort business and adversely affect the ecology of the bay.

The New Jersey Assembly also went on record in 1970 as being opposed to the port, citing oil spills off California and Louisiana that were catastrophic to wildlife. But Sandman, while opposing the idea of oil ports "anywhere within this Congressional district," has noted that the present practice of lightering transferring oil from large tankers onto to smaller boats offshore is conduted here daily and presents for greater ecological hazards than the port would. Sandman, who expects to the first witness at the Dec. 18 hearing in Erma, his home town, favors the Long Branch site but feels it is unlikely the East Coast will soon gain a superport. He has pointed out that only half the projects recommended to Congress by the Corps of Engineers are ever funded, and that the governors of both Louisana and Alabama have given strong support to the idea of a deep-water port in the Gulf of Mexico.
