While he said, "I don't like to lose," he admitted there were many reasons why he was beaten to become the first incumbent governor ever to be denied a bid for re-election since the chief executive provisions of the Constitution were revised in 1947.

She was rushed to Princeton Hospital after a mild seizure yesterday morning as Cahill arrived at the State House.

Kugler, or the grand juries which, during the campaign, returned indictments against former Republican State Chairman Nelson G. Gross and former State Treasurer Joseph M.

Charles W. Sandman will be proposed as the next Republican state chairman when the Republican State Committee meets Tuesday. This was confirmed today by aides to Sandman, the Republican gubernatorial nominee, who will designate Spoltore to succeed chairman John Dimon of Burlington.

Spoltore is former Mayor of Bridgeton and has been Sandman's congressional district supervisor. Pat Cahill Reported Improved PRINCETON (UPI) Patricia Cahill, 20-year-old daughter of the governor, was expected to be released from Princeton Medical Center today after undergoing treatment for a convulsive seizure. Gov. William T.

Cahill said after visiting his daughter that she was doing well. She was stricken at the governor's Morven Mansion yesterday and admitted to the hospital's Intensive Care Unit, where her condition was described as satisfactory. Miss Cahill, who has just completed her freshman year as Barry College in Miami, suffered brain injuries that left her severely paralyzed in a crash in Stratford four years ago, when a car in which she was riding with six other teenagers was forced into a utility pole by an oncoming car. The Cahill's received a $100,000 out-of-court settlement from the drivers of the two cars. Miss Cahill never regained full control of her muscles after the accident.

Cahill learned of his daughter's seizure shortly after he arrived at his State House office, and he left immediately to join his wife, Elizabeth, at the hospital. Miss Cahill, one of eight children, was with the gover-n and other family members at a reception Tuesday night while Cahill received election returns in his loss to Rep. Charles W. Sandman Jr. in the GOP primary.

William T. Cahill's campaign manager said yesterday the issue of government corruption probably was the most damaging factor in the governor's defeat for the Republican party's gubernatorial nomination. State Sen. Raymond H. Bateman, R-Somersct, said that, although the Watergate case did not have any direct effect, it did tend to emphasize the "continuous almost day-by-day series of indictments related to fund raising for the 1969 campaign." Indictments for alleged actions during Cahill's 1969 gubernatorial campaign include those of former state Treasurer Joseph M.

McCrane, Jr. and former Republican State Chairman Nelson G. Gross, on fraud charges, and former Secretary of State Paul Sher-win, a close personal friend and political advisor of the governor, for alleged bribery and conspiracy. Sherwin is appealing his conviction on the charges. Urban State Other factors in the governor's defeat, according to Bateman, include the difficulty in governing an urban state.

Bateman said, "It's tougher to be an incumbent in an urban state," because of the unpopularity of many decisions regarding taxation and education that must be made. Gov. Cahill's campaign had focused on recognition of the problems of the state and, Bateman said, this approach was caused by the governor insistence on realism, although it may not be "the perfect campaign He. said he felt that Cahill's loss in some parts of the state was due to Rep. Charles W.

Sandman's false representation of the. governor's stand on some issues, particularly busing. Busing Issue Bateman said the governor did not support forced busing despite Sandman's "unfair allegations" that this was Cahill's position.
