Supreme Court Returns to Bench WASHINGTON (UPI) Supreme Court justices returned to the bench today following two weeks of writing opinions. The court, facing a long schedule of arguments, was expected to hand down opinions in a few cases and announce decisions on acceptance of apa peals filed recently. while Trenton, Paterson and Bellville held parades in the evening.

Newark for the first time since 1923 did not have a formal parade because of a cut in funds by city council. But the Newark police Band did lead an informal group members of veteran's organizations in a march to, Military Park where flags fluttered in the chilly autumn air. In Dover the William Hedges Baker American Legion Post used Veteran's Day ceremonies to protest the government's "inaction" over the return of the Pueblo and her crew captured by North Korea in January. "The American people have been misled long enough," said Ralph J. Baston, the post's "Americanism" co-chairman.

Members of the post also passed out petitions for the return of the ship and its crew during a morning parade. Communities from Atlantic City to Dumont in Bergen County to Asbury Park held wreath laying ceremonies on monuments listing the names of men who died fighting for thier country. And in Asbury Park a lone man climbed to a third floor balcony. He put a bugle to his lips as noon luncheon crowds scurried below. Slowly he played out the mournful sounds of "Taps." Crowds stopped in the street below and for a minute the city was still.

Black N. J. Horse Pike However, the major issue left unresolved was Medica after assembly Republicans had met for more than five hours and Senate Republicans for more than six hours. The lawmakers will meet Friday, Monday and the following Monday, Nov. 28.

Agreeing Medicaid was the major agenda problem, Senate Majority Leader Frank X. McDermott of Union said Friday's session would be interrupted for a special attempt to settle on a bill acceptable to both the Senate and Assembly. Attending the Medicaid parley, he said, will be the leaders of both houses, the two sponsors of rival bills, Sen. Joseph J. Maraziti, R-Morris, and Assemblyman Frank J.

Vanderplaat, R- Bergen, and one member each of the institutions and welfare committees which Maraziti and Vanderplaat tore head, as well spokesmen Prudential Insurance Co. and the Blue CrossBlue Shield associations who have expressed interest in handling Medicaid. Due Friday "We'll try to resolve all differences and settle on a bill," McDermott commented. Meantime, Assistant Assembly Majority Leader William K. Dickey, R-Camden, talked after his bloc's caucus ended in terms of Vanderplaat's Medicaid putting, proposal, with a number of amendments, on the Assembly vote board Friday.

Dickey said there were enough votes "to get the bill on the vote board at our party conference but there were not 41 votes on hand to assure passage of the bill." He said of the amendments would bar any profits for the insurance carrier who might handle the program for the state. Vanderplaat's bill was proposed after the Senate passed Maraziti's bill and sent it to the House. The Assembly and Senate Bill would not differ materially in initial costs--about $10 months million of 1970, for when the first state six must launch Medicaid or lose $26 million in Federal welfare grants. But Vanderplaat's would provide an insurance feature protecting the state against costs mushrooming beyond its own Medicaid cost estimates. While there is considerable Assembly sentiment for inaction on Medicaid, other GOP legislative leaders, particularly in the Senate, fear the Democrats will gain a 1969 gubernatorial campaign issue if the Republicans fail to launch at least a minimal medical aid plan.

Senate President Edwin B. Forsythe, R-Burlington, said "We have enough votes, includ- Carp to Eat Weeds If They're Not Eaten LONDON (UPI)-The Ministry of Agriculture has imported 2.000 Chinese carp to eat and thus keep a lake free of weeds. The measure is Forsythe's own S-654, Forsythe also said he believed a substitute measure for his wiretap bill, based on a Senate law committee report, "will pass on Monday with Democratic As for the series of four Housepassed banking bills, Forsythe said they received "just enough support to get on the Senate vote board." Lending Curb McDermott said the Senatel GOP on Friday hopes to override Governor Richard J. Hughes' vetoes of S-729, to down on money lending at more than 50 per cent interest, and of S-493, to bar the Garden State Parkway from engaging in non-highway projects.

In connection with the Parkway veto override move, however, Sen. Matthew J. Rinaldo, R-Union, said he would seek passage at the same time of a bill to assure the legality of existing Parkway projects such as its cultural center in Monmouth County. Hughes had questioned whether the bill to bar non Parkway programs would kill the culture center. McDermott said a substitute bill will be moved Friday to prevent insurance companies from seeking repayment for riot losses by municipalities.
