Seven Northeast governors have embraced a plan for a $15 billion regional energy and development version of an idea backed Vice corporation. It is a scaled President Nelson Rockefeller on the federal level last year. Gov. Hugh L. Carey said the corporation would be an important step in making the Northeast less dependent upon foreign oil.

The plan for the corporation, which would issue federally backed bonds to finance construction of energy research and production facilities in the Northeast, was produced by an advisory panel headed by Felix Rohatyn, an investment executive and chairman of the board of the state's Municipal Assistance Corp. Rohatyn acknowledged its similarity to the $100 billion Energy Independence Authority which Rockefeller proposed last year. After President Ford backed it and sent it to Congress, it found little support. "But this one is much smaller, of course, and projects more participation by the states involved," he said. Formation of the corporation would require the approval of Congress, and Rohatyn said it wouldn't work without a federal guarantee of its debt.

New Jersey Gov. Brandan T. Byrne urged his state's congressional delegation to support the plan. In a letter to the state's 15 representatives, he called the proposal "an imaginative approach to regionalism." As conceived by Rohatyn's panel, the REDC would "stimulate and finance" power projects, research projects, economic development and new industries. Basically, the REDC is an effort to provide some energy independence for the Northeast, which gets 80 per cent of its petroleum from outside the region and which is the most heavily oil-dependent section of the country.

Commercial users in the states of the region, because of dependence upon News Service foreign oil, pay 50 per cent more than other areas. Some question remains about President elect Jimmy Carter's support of federal backing for the regional corporation. At the panel's session this weekend, Orin Kramer, a Carter aide, asked Rohatyn if the corporation could accomplish its goals with private capital and no federal guarantees. No, Rohatyn said, "there simply isn't enough financial muscle in the region to do it." Sen. Jacob K.

Javits, disagreed. "Don't kid yourself," Javits told Rohatyn, a partner in the investment firm of Lazard Freres Co. Javits indicated he thought the banks would be willing to lend money if it meant helping the Northeast economy. "These banks are hurting as much as anybody else Chase Manhattan and the others with these businesses leaving the area and going to Dallas and places like that. I think we have a resource we can tap." But Rohatyn said there wasn't enough risk capital available to finance projects such as the corporation had planned.

"If the credit were there, we wouldn't have to have the federal guarantee," he said. As outlined by the panel, possible REDC projects would include: -Further development of high-sulfur Appalachian coal and research into methods of making it less offensive to the environment. -Development of coal gasification projects, allowing Appalachian coal to be converted to natural gas. -Financial assistance to private industries for the development of such items as better insulation or solar energy uses. The outline also suggests that REDC's capital might be used to help utilities renovate old power plants or develop new ones.

It emphasized, however, that the corporation wouldn't operate any of the facilities. Jean Gabin dies; made 100 PARIS (AP) Jean Gabin, one of the biggest and most durable stars of the French film world, died this morning at the American Hospital after a heart attack. He was 72, had spent 54 years in the entertainment world and had made about 100 movies. Gabin entered the hospital in suburban Neuilly Saturday evening, suffering from very high blood pressure. His notable film appearances included the determined-to-survive foot soldier in "Grand Illusion," Jean Valjean in "Les Miserables," Georges Simenon's Inspector Maigret, the Algerian outlaw Pepe le Moko, "Crime and Punishment," the Mafia chief in "'The Sicilian Clan," and the embittered old husband in "The Cat," for which he received the Best Actor Award at the 1971 Berlin Film Festival.

Born Jean-Alexis Moncorge, Gabin took the stage name of his father, a music hall entertainer, when he himself went on the stage. His mother was a singer. He wanted only the company of his family and a few friends and said, "It's too tiresome to be friendly.".
