You were laid off for, say, a full six months? Your company merged with another or went bankrupt? Your pension plan's managers decided, for one reason or another, to terminate the plan? ALMOST SURELY, you do not so heed these horror tales. One woman who worked in the same industry and belonged to the same union for 26 years, stopped working for five years to recover from an on-the-job accident, then returned to her job for another nine years. Yet she received no pension benefits because of a rule requiring 20 consecutive years of employment before retiring with a pension.

Your pension plan, too, could contain this type of heart-breaking fine print. A COAL miner went to work when he was 21 and was laid off 23 years later. He was never recalled, and 13 years after being laid off he applied for the pension benefits he thought he had earned during his 23 years of work. He discovered he was not eligibile for a pension unless he had had 20 years of service within the 20 years before he applied for benefits. Your pension well might contain a similar hitch.

A 58-year-old California aerospace worker who has been doing this type of work for more than 30 years also will not collect pension benefits. Reason: he was laid off at each job he held before the 10-year minimum service required to qualify for a pension (in one case, after nine year, 10 months). YOU ALSO may become ineligible for a pension if you are laid off or change jobs within a specified period of time. More than 50 bills are now before Congress, aimed at eliminating this type of bitter disappointment at precisely a point in life when most of us desperately need a financial cushion. The pressure for fundamental reform of our private pension system is intensifying by the day and the odds are growing that Congress will vote some major pension reform legislation next year at the latest, and quite possibly in '73.

A BILL sponsored by Sens. Harrison Williams and Jacob Javits is right now being reported out of the full Labor and Public Welfare Committee and is moving to the Senate floor. The bill is called the Retirement Income Security for Employes Act of 1973 and is considered to have the hottest chance of passage. Among its key provisions: If you quit before you reached normal retirement age, you would receive a percentage of your accumulated pension benefits based on how many years you worked and including the years you worked before this bill went into effect. Specically, you would get 30 per cent of your earned benefits if you had worked for your present employer for eight years.
