Attorney for Dickinson, federal public defender John Hughes, argued that the amount was excessive. U.S.

Magistrate Jerome B. Siman-dle set lower bails for three other crew members arrested with Dickinson on $100 million, was found hidden under coconut wood in the hold of the 150-foot vessel. It had been fashioned into bricks and was wrapped in burlap, Frey told Simandle. Defense attorneys argued that because it was hidden, there was no proof that the crew knew of its existence. However, Simandle said actions taken on board the ship to evade Coast Guardsmen indicated that at least one crew member knew something was improper.

Frey said the ship was registered to Primrose Investment but he did not know where the firm is based. The Coast Guard Commandant's Office gave the Vigorous permisson to use force to board the ship under a 1981 anti-drug smuggling agreement between the United States and the United Kingdom. If convicted of the conspiracy charge, the four could be sentenced to up to 15 years imprisonment. After the bail hearing yesterday, the crew members were taken by U.S. Marshals to the Metropolitan Correction Center in Manhattan.

Simandle scheduled a Nov. 14 preliminary hearing in the case but Frey indicated it would probably be presented to a federal grand jury before that hearing- 6th person dies after fire PHILADELPHIA A fatal fire that killed a woman and four of her children earlier this week claimed another life yesterday. The fire killed the children's mother, Denise Rayfied, 26, and four young children ranging in age from 8 months to 7 years. The total cost was nearly $1.9 million, but the state reimburses the county for SO percent of psychiatric care costs. Jefferson House presently handles 625 clients. Camcare has asked the county for a subsidy of $126,000 to handle the additional clients and the Guidance Center is seeking $122,000. No decision has been made by the freeholders on the amount of the subsidies. Tentative plans also call for the lives in the city, prefers quick and direct responses to what he called "street action," including prostitution as well as drug sales.

Reorganization of the vice squad was one of Holmes' top priorities. He had the full support of public safety director Arnold Cream who also spent most of his police career on patrol in uniform. A police lieutenant before becoming department director 18 months ago, Cream was so disenchanted with the vice squad, he ordered the unit disbanded in 1982, but reversed himself several months later under a consultants' report recommending it. The squad's existence had been a central issue in a widely-publicized conflict between Cream and Holmes' predecessor, Joseph McCann, who retired. To reorganize the unit, Holmes appointed an enthusiastic veteran of the patrol division, Sgt.

Howard Caldwell. Caldwell insisted on selecting his own five-man team all of them from the uniformed division, according to Holmes. Holmes credited Caldwell's down-to-earth personality and his recent uniform experience for bridging the communications gap that had grown between the vice squad and the rest of the police force. "Caldwell is nota glory seeker," said Holmes. He was a past patron of the Jacob Hemfeld Link and past Grand Officer of the Order of the Golden Chain.
