CUUMIEH-PUSI, Saturday, August 4, 1979 SC Rowhouses Continued from Page 1C According to Flemming, it is a matter of pure economics. with a burgeoning number of properties, a result of increased defaults on federally insured mortgages, HUD had a choice of either repairing the homes itself and passing the cost onto the buyer, or simply selling the home at a bargain rate to do-it-yourself homebuyers. "The cost of us repairing a home sometimes exceeds what we can sell it for," Flemming said. "Many of these homes are stripped after they are abandoned and often after we make repairs, vandals strip them again. This is why we now offer them at such a reasonable price." Flemming and his staff felt a for $50 market for bargain homes existed.

They feel recent sales figures proved them right. The ads themselves helped sales, said Rodimiro Herrera, who works under Flemming. One ad contained a quote: "Jane, you've never seen anything like it." This, Hererra explained, was a reference to Jane Jacobs, the noted author of several books advocating extensive housing renovation as the key to American cities' survival. "The bulk of the 'as is' sales are in North Camden where we feel homes are economically and physically not worth our repairing them," Flemming said. He added HUD has not repaired a home in that neighbor- and up hood, Camden's poorest, in six months.

HUD officials have found that different people buy homes for different reasons. Some like Robert Rivera simply want to own a home and are willing to spend time fixing it up. Others like Luis Quinones want to protect properties they already own. Quinones, a city board of education member and economic planner with the Department of Community Development, bought a deteriorating, boarded-up ruin next to his home at 902 N. 7th St.

for $1500 (minimum bid: $100). "I felt the property was still valuable," he said. "By buying it, I have two options. Either I can fix it up and rent it or I can fix it up and sell it." Woodbury sues golf course Continued from Page 1C North, 75, an active, individual member since being widowed in 1933, said in an affidavit, "I find it difficult to conceive that I could be deprived of the right to vote and protect my property rights after participating and paying dues for the better part of 50 Michael P. Lafferty joined the suit complaining that he had petitioned the directors two weeks ago to change the bylaws, but a meeting on that petition is not scheduled until Aug.

20. MEANWHILE at the 82-year-old country club, the third-oldest golf club still operating in the country, it seems to be anybody's guess what the membership will decide. secretary Mario DiFonzo said the sale needs a two-thirds vote to be approved, and the outcome will depend on how many members attend the meeting. Murderer, CAMDEN A 28-year-old man convicted last September of murdering a Mount Holly woman who jumped from his car to escape a sexual assault was sentenced to life imprisonment yesterday. Daniel Selby, address unknown, did not receive any additional prison time for a conviction of kidnapping his victim, Kathleen M.

Kinsman, 19. Superior Court Judge A. Donald Bigley said the kidnapping merged with the murder charge. Bigley sentenced Selby to three to five years imprisonment on an abduction conviction, but ordered that time "There's only so many in the hardcore group that oppose it, so it will depend on how many of the people who don't really care or who want to move come out. My prediction changes every day," he said.

The county's offer has provoked furious discussion among members just as has in the community. "I don't feel the membership has decided yet about how they feel," Harry Smith, a 15-year member, said during lunch at the club yesterday. Smith said he believes those who favor selling the club like the idea of having Westwood's 18-hole golf course rather than their own ninehole course. The freeholders have an option to buy that West Deptford course to sweeten their offer. Opponents, Smith said, seem to be of the same mind as long-time member Larry Crispim, a Woodbury attorney.

28, draws life served concurrently with the life term. Bigley recommended Selby serve his sentence at the Bordentown Youth Reformatory. Kinsman's neck was broken when she leaped from Selby's car while it was being driven by another man on the Atlantic City Expressway in August 1977. She and another woman had been picked up by the two men while hitchhiking from Trevose, Pa. The men refused to let the women leave the car.

"It's an extravagance, an insult to the taxpayers. It's the last piece of property they should consider." BUT AN anonymous member said there are other reasons some members oppose the county proposal.

Some who own property near the club are concerned about a decrease in property values, he said. Others like the old but challenging course and its convenience. Whatever the reasons and whatever the turnout Monday night, the members seem to agree it will be one of the hottest meetings in the club's history. It is to begin at 8:30, probably with a recommendation by the board of directors to accept the offer. Then, lawyers for the various parties invovled are certain, the rounds of court action will begin again.

sentence Selby's sentencing was delayed for almost a year because he had been taken to Philadelphia after his murder conviction to stand trial on armed robbery charges. He was convicted in that case but Pennsylvania Common Pleas Court Judge Lisa Richette later overturned the verdict, agreeing with a defense motion that Selby was denied a speedy trial.
