Along with managing Kennedy, the Port Authority manages LaGuardia Airport and Newark Airport. It also owns and operates the six interstate bridges, the PATH system, the World Trade Center, the Port Authority and George Washington Bridge bus terminals and other projects. Its 1991 operating expenses, including losses, totaled about $1.3 billion. Passenger tolls at its six Hudson River crossings rose from $3 to $4 last April.

Cuomo said that the authority has an obligation to plan its capital projects intelligently, build them quickly and use them. That's even more important in tough economic times, he said. Cuomo suggested the new office be created by New York's state inspector general and Office of Management and Productivity and their New Jersey Associated Press ALBANY, N.Y. Gov. Mario Cuomo, citing the Port Authority's "tunnel to nowhere" and other ill-fated projects, said Sunday he'd like to set up a new office with New Jersey officials to oversee the authority.

"What's happened over the years is that the Port Authority has become a kind of government all its own," Cuomo said. "We need to bring back accountability. That oversight should be designed to create more accountability," he said. Cuomo said the new office should not be part of the Port Authority of New York and New Jersey's existing bureaucracy "so it doesn't get absorbed by them and co-opted by them." Investments criticized Cuomo criticized a series of "ill-fated investments" by the Port Authority at Kennedy Airport, including a $21 million tunnel under the airport that there is no use for, a $22 million computer the authority stopped using after six weeks; and a largely unused, $56 million parking garage. The projects were first reported by New York Newsday.

"That tunnel to nowhere is a disgrace," said Cuomo. "The computer is awful." In a statement, Port Authority Chairman Richard C. Leone admitted there had been problems in the agency and called Cuomo's suggestions "appropriate and timely." Learn from past mistakes "Even the best intentions need to be tempered by discipline and accountability," said Leone, who was appointed in May 1990. "The current leadership of the Port Authority wants to ensure that we learn from past mistakes and are more prudent in the future. The governors who appoint us have a right to expect no less." Cuomo also released a statement, saying that he had asked authority officials to report on avoiding waste, making the best use of current assets and installing safeguards for the future.

He asked Richard Leone and Vice Chairman Vincent Tese, also Cuomo's commissioner of economic development, to report back to him and to New Jersey Gov. Jim Florio by June 15. "I'm asking them to shake this place up," he said. Review capital projects "It is clearly time to review thoroughly and systematically the recent capital project history, and even more important, the future capital project plans, of the Port Authority of New York and New Jersey," Cuomo said. Port Authority spokesman Mark Mafchese released a statement, saying "The agency will be grandchildren and four greatgrandchildren.

(Jackson) Bracks, who died at home Saturday after a battle with cancer. She was 75. Mrs. Brucks, born in Philadelphia, was raised in Pennsauken. She moved to Manahawkin in 1960 and to the Indian Mills section of Shamong in 1987.

She was a home-maker. Mrs. Brucks is survived by two daughters, Eileen Phillips and Lorraine Blank, both of Medford; a son, William of Medford; a sister, Evelyn Falone of Oaklyn; a brother, Joseph Jackson of Florida; seven grandchildren; 10 greatgrandchildren; a' special niece, Lynne Marshall; and several other nieces and nephews. A viewing will be held at 10 a.m. Tuesday at Inglesby and Sons Funeral Home, Cove and Wyndam roads, Pennsauken.

Mary E. Compton, 83, operated restaurant HADDON TWP. Services will be held Tuesday for Mary E. Compton, 83, retired operator of a family-run restaurant here. She died Friday in her apartment here after a short illness.

Mrs. Compton also had a home in Haven Beach, Ocean County. She was the widow of Edwin A. Compton, who died in 1989. The couple for many years operated Death Notices AYERS Ait Uiu 17 lOCW r.aAfAA UU Compton '8 Log Cabin Restaurant on Cuthbert Boulevard in the Westmont section.

The restaurant continues to be operated by family members. It was founded in 1934 by Mrs. Compton's father-in-law, Edwin R. Compton. Mrs.

Compton is survived by her son, Edwin F. of Haddonfield; a daughter, Susan Detwiler of Had-don Township; and five grandchildren. Services will be held Tuesday at the family's convenience in Foster's Funeral Home, 250 White Horse Pike, Audubon. 08057. Joseph F. Skahan owned printing firm MEDFORD LAKES Services will be held Tuesday for Joseph F. Skahan 74, retired owner of a printing company. He died of natural causes Saturday at his Medford Lakes home.

Mr. Skahan, formerly of Drexel Hill, lived in Medford Lakes for 34 years. He operated Skahan Printing Co. of Philadelphia from the early 1960s to his retirement in 1989. Mr.

Skahan was a member of St. Mary of the Lakes Church, Medford. He also belonged to the Medford Lakes Country Club and was a former member of the Medford Lakes Lions Club. Mr. Skahan is survived by his wife, Eleanor A.

(Lumley); three sons, Paul J. and Thomas R. of Medford Lakes and Joseph F. Ill of Cinnaminson; and two brothers, Vincent D. of Malvern, and Richard C.

08251. Robert M. Page, 88, helped develop radar Associated Press EDINA, Minn. Robert M. Page, a pioneer in the development of radar in the United States, has died.

He was 88. The retired physicist died of arteriosclerosis Friday at a hospital. Page was known as the "radar idea man" since the late 1930s, when he built a transmitter that could send a quick series of radio signals and a receiver that could detect the signals as they bounced back from an object Radar permanently changed the courses of war and travel. During World War II, radar enabled Allied forces to detect enemy ships and planes and was a major tool in the defeat of Germany and Japan. Page went to work for the young U.S.

Naval Research Laboratory in Washington in 1927. "By April 1936, I had all the parts of a complete system working and put it together for the first crucial test. We threw the switch and within a few seconds an airplane at an altitude of three miles stuck out on our set like a sore thumb," Page once said. In Britain, Robert Watson-Watt had independently started work on a radar project in March 1935. Several Americans, including Page, and several Britons made radar into the target-finding, gun-pointing system it was in World War II.

In 1958, Page was named director of the Naval Research Laboratory. He retired in 1966. Charles S. Kocher, 66, retired police officer LOWER Services will be held Tuesday for Charles S. Kocher, a former Camden police officer who died Friday of a heart attack at his home in the Villas section of the township. He was 66. Mr.

Kocher was born in Delair and was a longtime Camden resident. He moved to Villas more than 10 years ago. He was a retired police lieutenant for the Camden City Police Department and a one-time commander of the accident investigation unit He joined the force in 1950 and retired after 29 years of service. Mr. Kocher then moved to Cape May County, where he served for 11 years as a sheriffs officer and court clerk.

He was past president and a gold life card holder of Police Benevolent Association Local 35. He was also past president of the Camden Police Federal Credit Union and president of the Southern Chapter of the Consistory, 32nd degree.
