Mr. Brown was a parimutuel clerk at the Garden State, Monmouth and Atlantic City race tracks. Born in Philadelphia, he was raised in Carden and was an all-city and all-state basketball player for Camden High School in 1937.

He played seri-professional basketball and later coached the Zuni Athletic Association team. He was also a tennis player who played with the Farnham Park tennis club. He was a member of the Sports Arena Employees Union; Congregation Beth El, Cherry Hill and the South Jersey Hebrew Association. Surviving are his wife, Dorothy Mackler Brown; a daughter Mrs. Ellen Furman, Lafayette Hills, three sons, Lawrence, Charles and Steven, all of South Jersey.

Services will be held Tuesday at noon at the David B. Berschler Funeral Chapel, Route 38, Pennsauken. Burial will be in Crescent Burial Park, Persauken. An agreement to buy the 392-room Holiday Inn "should be finalized within seven to 10 days, maybe sooner than said an aide to' Robert Guccione, Penthouse president and board chairman. The 46-year-old Guccione recently purchased the 300-room Mayflower Hotel and the 100-room Fredonia Hotel, both at Tennessee Avenue and the Boardwalk for an estimated $3 million.

But the Holiday Inn complex would be Penthouse's "top priority," according to the Guccione aide. The publisher's total investment in Atlantic City could reach $200 million to $250 million. "The way Bob's going, he's going to end up as the Howard Hughes of Atlantic City," said the aide. The 12-year-old Four Seasons at Missouri and Pacific avenues reportedly was purchased for about $2.7 million from Isadore and Dorothy Mokrin of Margate. Settlement on the sale will be in mid-March.

"If current plans hold up, Penthouse would tie in both the Holiday Inn and the Four Seasons with a common passage, construct a square-foot casino and be set to operate this June, if licensed by the state," the aide said. "By buying Holiday Inn and the Four Seasons, Penthouse will have fulfilled the casino regulation of having more than 500 rooms," he said. Guccione has filed suit against the Malamut family, accusing them of backing out of a $15 million deal to purchase the 536-room Shelbourne Hotel. The Mayflower, Shelbourne and Holiday Inn hotels are at separate locations on the Boardwalk. Guccione's magazine competition, Playboy, plans to build a 600-room casino hotel near Convention Hall.

Africa dies of cancer KIMBERLEY, South Africa (AP) Robert Sobukwe, a black nationalist leader who had been in prison under government restriction since 1960, died of cancer early today in the Kimberly Hospital. He was 53.

Founder of the outlawed Pan African Congress, Sobukwe was imprisoned from 1960 to 1963 for leading demonstrations against the pass laws requiring blacks to carry identification papers at all times. Upon completion of his sentence, he was kept in special prison quarters for six more years without charge sentence and on his release was put under banning orders restricting him to the Kimberley area in central South Africa. Although he was allowed to study' law and to work for a law firm, the banning order restricted him to his house at night and on weekends, restricted the visitors he could receive and prevented him from being quoted in the press. He was given permission to leave Kimberley for surgery at Cape Town's Groote Schuur Hospital late last year. He went back to Groote Schuur in January, then returned his home in Galeshewe Township and was admitted to the local hospital two weeks ago.
