Assemblyman Steven P. Perskie, D-Atlantic, confirmed this at a press conference at which he also reported the Byrne administration will throw its full wieght behind a pending referendum proposal that will permit Atlantic City to be designated later as the only gaming site. Perskie said the support of Gov.

Brendan T. Byrne of pending legislation was based on a promise by legislative leaders that no later implementing bills would be passed that would allow casino gambling anywhere but Atlantic City. The pending bill gets a public hearing April 25. The pending resolution will allow Casino gambling houses to be operated by the state "in specified municipalities," subject to county and local voter approval. Perskie had planned to move a new resolution naming Atlantic City as the specific casino gambling site.

However, Perksie said, this plan has been abandoned because it "seemed inappropriate to amend the constitution by a proposition naming one municipality, Atlantic City, as the site." Instead, he said, Democratic legislative leaders promised the governor's aides Byrne is vacationing this week in Ari-zone that when and if a casino gambling! proposition is approved by the voters, the lawmakers won't enact implementing laws that would upset the Byrne plan to experiment with the scheme in Atlantic City first. In addition, Perskie said, Byrne through his aides was assured the legislators will not pass any implementing bills that would permit private firms to operate casinos under state regulation.
